NOAA Staff will facilitate discussion of potential changes to the 309 program including addressing reintroduction of competition into the program per recommendations in the GAO report, as well as the timeline, and efforts to clarify and streamline the process.
- Breakout #2: Discussion on Program Change Regulations
Facilitator: Kerry Kehoe (OCRM)
This discussion will build upon ideas for improving the program change process looking at the current requirements and guidance, possible changes presented in the recent notice of proposed rulemaking and comments received on the notice. (Summary Notes)
Section 312 Program Evaluations: Developing Performance Goals for Increased Accountability.
Facilitator: Chris McCay (OCRM)
CPD and NPED evaluation Staff will discuss and solicit feedback on an approach and options for developing performance goals for CZM programs, in part to address recommendations relating to 312 evaluations from the GAO audit of CZM programs. CZM manager feedback during the Program Managers' Meeting will contribute to an iterative and participatory process in the development of FY 11 guidance to the States to establish performance goals and targets for CM programs.(Summary Notes)

How Consistency Appeals Are Analyzed
Facilitators: Kaiser, Kehoe
This session is intended to help States and Territories to better understand how consistency appeals are evaluated in order to ensure their consistency decisions will be in the strongest position to succeed on appeal. The NOAA consistency appeals team will lead a discussion about the threshold issues that frequently arise in appeals, and how the merits of appeals are analyzed.
