Funding Opportunities

Federal
NOAA (National Oceanic and Atmospheric Administration)
Funding Source: Coastal Zone Management Act Section 306 (program implementation), 306A (low-cost construction) and 309 (program enhancement); Coastal nonpoint program development and implementation.
Eligibility: State with approved Coastal Zone Management Program. Other groups are welcome to partner with state coastal management programs to receive funding.
Types of Projects Funded: Technical assistance and/or training; educational and outreach; BMP demonstration projects; cost-share program for Best Management Practices (BMP) implementation; awards and recognition; general program implementation and/or staff support.
Comments: Clean Marina Programs are one of three areas NOAA is currently targeting with its Coastal Nonpoint Program funds.

EPA (Environmental Protection Agency)
Funding Source: Clean Water Act Section 319.
Eligibility: State or territory with approved nonpoint source management program. Other groups are welcome to partner with state nonpoint management programs to receive funding.
Types of Projects Funded: Demonstration projects; technical assistance; financial assistance; training; and education and outreach.

Funding Source: Clean Water State Revolving Funds (CWRSF)
Eligibility: Wide range of eligibility including communities, individuals, citizen groups, non-profits. Because each state administers the program, eligibility may vary from state to state. Contact your state's representative for details.
Types of Projects Funded: Implementation of nonpoint source control and estuarine protection projects including demonstration projects, and purchasing vessel pumpouts.
Comments: All 50 states and Puerto Rico established a Clean Water State Revolving Fund to provide low interest loans and flexible terms to implement projects to improve water quality.

Funding Source: Pollution Prevention and Incentives for States
Eligibility: States, state agencies, federally recognized tribes, territories and possessions (excluding private groups), local governments and non-profits are encouraged to partner with state agencies to receive funding.
Types of Projects Funded: Demonstration projects; pollution prevention infrastructure; technical assistance; outreach and education; training; awards and recognition.
Comments: Funds can be used for Clean Marina efforts at private or public marinas as long as they are used for pollution prevention purposes.

USFWS (US Fish and Wildlife Service)
Funding Source: Pollution Prevention and Incentives for State's Clean Vessel Act Programs
Eligibility: State governments.
Types of Projects Funded: Surveys and plans to enhance/develop a Clean Vessel Act Program; education and outreach relating to pumpouts; construction and/or renovation of pumpout and dump stations.

Foundations
Organization: BoatUS, Clean Water Grants Program.
Eligibility: Must be local, non-profit or volunteer-based organization.
Examples of Projects Funded: Water quality testing; education materials; pumpout station maps.
Comments: Awards up to $2000 to support "education and hands-on efforts aimed at cleaning up our boating environment."

Organization: Project AWARE, Foundation Grants Program
Eligibility: No restrictions on the types of projects funded.
Examples of Projects Funded: Public education, grass roots conservation and enhancement projects, public awareness initiatives, environmental assessment and monitoring, volunteer-supported community outreach.
Comments: Project AWARE is committed to conserving and preserving the aquatic environment and its resources and is primarily supported by SCUBA divers. The organization awards micro- (up to $1,000) and macrogrants (up to $10,000) four times a year.

Other Resources

EPA's Office of Wetlands, Oceans and Watersheds provides information about various funding opportunities for nonpoint source control efforts, many of which could be used for Clean Marina Initiatives.

Many states have additional funding opportunities for programs within their states i.e. Maryland's cost-share program to install Best Management Practices (BMPs) at marinas. Check with your specific state to learn if similar opportunities are available.
